Since raster (or image-only) PDF files are the PDF equivalent of scans they must be converted by using raster to vector conversion software. A raster PDF can be converted using TracTrix software.		Why would anyone create an image-only PDF instead of a vector PDF? A scanner will create an image-only image but why would someone create a raster PDF from a CAD file? The answer is usually protection of intellectual property. It is harder to recreate a design in CAD if you have to start from a raster image.
